“Out of custody” or a release alert requires one more question: released to whom? A bond or sentence-expiration event can return a person to the community. A transfer can move the person to TDOC, another county, ICE, or the U.S. Marshals Service. TDOC's victim release-notification form can carry an offender name, TDOC ID, conviction county, release type, release date, sentence-expiration date, and intended city and state.
